7/10 , possibly 8/10 if players tend to play in same region. good stats (fate) and a lot of control over what you draw in your turn
I give him an 8. Begins the game evil with a lot of fate. Very cool abilities. I love that he can know the top Pet card and top treasure cards for the Highlands and Dungeon (these treasures are drawn randomly in our games).
We rarely play with more than 4 players and usually we're 2-3 players.. So I think the spy has much more potential than shown in our games. Many characters have abilities that work better the more players you've and spy is definitely one of them. Probably this is the reason I've always liked characters that make their own luck better.
I give him 5/10.
The biggest issue that I have found with the Spy is that his ability to shadow is neutralized when there are several of the corner map expansions in play. When the other characters have more options about which region they can play in, they wind up getting spread out. I have rarely had it where the Spy has more than than just one or two characters in the same region.
His special ability of looking at the top car of one deck is a huge advantage when you are playing with the alternate ending The Hunt from the Nether Realm expansion. Being able to look ahead and see what your alternate card might be goes a long way in deciding if you actually want to take that chance or not.

I gave him a 5. His abilities are fun and engaging but doesn't really help him much of the time. When players see him in action they seem to get worried because he is always doing something, however that something is not always fruitful. :-)
