Had the idea at work: Sparrow Clan cards that can be splashed to any faction for influence, but if you dedicate yourself to the 3 Man Alliance, you can splash them for free in exchange for losing access to the main clans. This assumes the other "Major Minor clans" are relevant and thus you still have something to spend influence on.
Sparrow are all about killing your own tempo to gain benefits, which is rough. But their cards are a bit extra efficient if you do, and then after you manage to land the effects you can try to play out fortune to come out ahead. Its basically about timing things so you always appear to be following the path of honorable poverty. Suzume meanwhile demands you maintain your frugal ways in order to get a 6/5 that only ran you 4 fate that you can use as a surprise, but he can rapidly end up a dead card if you don't anticipate your opponent's purchases and suddenly appear to be living more extravagantly than Honorable Poverty allows.

I don't mean to sound too Debbie Downer, but no. This card would be broken the moment it comes out of the gate.
Seriously - there are a handful number of cards that are downright wrong in their inception, cost, effectiveness and so on, let's not add a card such as Flagbearer to the same line up. Please.

For starters it would need to loose the Unlimited on card draw. Probably should also be only moves to or from a conflict but not both.

Interesting idea, except... How would this work with people with a "-" stat? I could see either way - it's unmodifiable, so it stays as it is. Or, when checked, a "-" counts as 0, so the character dies when Mitsu applies this effect.

It uses "then". So since they weren't able to be given the modifier, the next part wouldn't trigger right? Speaking of which, you'd probably not be able to modify their non "-" skill as well since it is stated as a package deal.

Do you mean printed military skill? Because otherwise that's just asking for Banzai abuse. Also should probably be "other" participating characters, as all it takes is an unbow effect to have him gaining his own bonus and contributing it towards the conflict.

I don't think "First Blood" means "Outright kill someone." Raitsugu has to cleave his way through all your fate first to get kill you.
I'd think either A) Remove a fate without killing someone if they have no fate or B) Reduce all stats of loser down to base for the conflict.
Not to mention it's way too powerful for 0 cost. Even with the duelist-only restriction, getting to choose the target as well as the stat that target will participate with just replicates the flexibility of Policy Debate, where you're beating up a helpless target. Your fate cost should be at least the amount you're expecting to remove from your opponent (their character, plus fate on that character). At the very minimum, I'd expect this card's effect to cost 3 fate.
More typically, a duel to the first blow I imagine would be done to establish a point, when two parties are in conflict. The winner of the duel is proven right, and is then unopposed. I would interpret this sort of duel to be "The loser of the duel bows and returns home." I could see that effect at 0 or 1 cost. (Probably 1.)
