Not beyond the realm of possibility. I think if they did that the Rogue for Scum should be like the ARC for Rebels in that there's no generics, it's just 4 named pilots. The Rogue's primary faction should be CIS.

I really think the Rogue-class will be the new CIS ship (Sheathipede might come first). Sad thing is, it's most likely FFG won't make it dual-faction, so Bane will the ace of the (CIS) pack. Anyway, that ship will be a terrific addition.

I think the Rogue will probably be CIS only.
But it would be interesting if Cad, and any other pilot with the "Bounty Hunter" keyword, could be used by any faction for an additional price (5-10 points). After all, they do work for the highest bidder...

This has been discussed before.
I think if Scum wasn't an original faction and was introduced in 2.0, that may have been where they went with it. However, as of now it's kinda locked them into Scum. Even pilots who appear in multiple factions often come with very different pilot abilities. While it's unknown why, my guess can be balance purposes. If Boba could just be put in any faction I think you'd see a lot of Boba + whatever given how good Boba is as a pilot/chassis, even if he would cost more his ability is just that good.
Keeping Scum to Scum and simply duplicating pilots and cards limits card interaction that can spiral out of control.
One key example I will mention is another game I play that is very very similar to X-Wing but also very distinct. Star Trek Attack Wing.
In Star Trek Attack Wing there are 8 Factions but there's no restriction within the factions themselves. You can run an entire fleet of federation ships, or you can have one Federation, one Klingon, one Romulan, you don't pay any additional points.
Where you do pay additional points is if you have an upgrade applied to a ship that doesn't match the faction, you pay a 1 point penalty. So for the sake of argument, Jean Luc Picard would cost 8 points on any Federation ship, on any other ship he costs 9 points.
Unfortunately, the competitive side of Attack Wing mixed with this very big swath of cards means it's often beneficial to mix cards from different factions and pay the point penalty because the resulting combo is worth that additional point.
I don't play the game competitively, but I do keep a pulse on events and it's always the same 3 captains that appear in the top 5 lists: Picard, Donatra, and Gen Khan. Their abilities are just so good that they benefit any ship. Picard basically gives two actions and even gives access to actions a ship may not always have. Khan's ability is to match the initiative of the highest enemy captain so if he has initiative he always attacks first shoots last, Donatra gives all friendly ships at range 1 an extra attack die.
Now, Attack Wing has a fixed point system like 1.0 X-Wing had. So I can see someone responding "oh just up the points" but if you up the points to add Boba to your list to the point he's too expensive to take in any list other than Scum, is there a point in even allowing the crossovers in the first place?
I'd much rather see pilots from one faction appear in another with a whole new ability/initiative designed around the ship and that ships place in that faction as in the long run it leads to better balance. That is just my opinion though.

I think you're right. Crossover ships, even when they make sense, just seem to cause bad blood. Plus, thinking about it I can't really decide what niché it would fulfil within Scum. You have inspired me though to look into stating up the Rogue-class.

I think that's a little unfair, especially since Season 2 of the actual series was called "Rise of the Bounty Hunter. That being said I don't think there's much danger of them being 'stolen'.
We have Slave I and that is very much associated with the Clone Wars era thanks to its appearance in Attack of the Clones, so it's appearance in CIS makes sense. Although I am surprised Aurra Sing isn't a pilot for it given we see her and Boba with it in the series.
Hounds Tooth? I mean it appeared in one episode but it was Bossk and the Bounty Hunters working on their own. However, it was in the series so by association? At the very least Moralo Eval flew one and he 100% was working with the seps at that point. If they were to do Moralo Eval for CIS. Make him the premier pilot for it and not have Bossk? But then Bossk dids appear in the series? It's a tough one to call.
More likely I think we'll see lot of the Bounty Hunters seen in the Clone Wars as crews and gunners. I would hope they do what they're doing with Gunner Boba and allow crossover with Scum unless they already exist. So we'll likely see CIS crew/gunner:
- Aurra Sing
- Cad Bane (CIS only, unless gunner)
- Moralo Eval
- Rako Hardeen
- Dengar
- C-21 Highsinger
- Bossk
- Latts Razzi (CIS only, unless gunner)
Likewise they could even do the same for Republic since Sugi and Embo worked with Obi Wan and Anakin.
While I can see a lot of gnashing of teeth from Scum players in the future, and I can understand that frustration, I think these characters exist in a grey area where they can be scum, they could also be CIS. Ideally, they should be both or at least appear in both in some fashion.

While I understand the preference to add new versions of pilots if they cross factions, I think I would be more in-line with the way the game is going with the keywords for factions to be able to "hire" bounty hunters as they are.
Unfortunately Boba Fett is kind of the elephant in the room that makes this idea less attractive. The simple answer - if FFG goes this way - is to make his "fee" be so high as to make him impractical for most non Scum lists.
Interestingly from a faction point of view, I don't think most factions wouldn't want to bring in bounty hunters (the only obvious faction benefit is CIS using IG-88A). It would be extra costs for piece that doesn't synergize much. To me it seems like it would be the bounty hunters themselves that would want to be hired by the factions. Bossk would benefit greatly from being in a Rebel, Imperial, or Separatist list. Latts would benefit with the Rebels or maybe FO. Jango would love to fly with Resistance Leia.

Don't lose faith. There aren't many Scum ships that would sell as many copies as the Kom'rk/Gauntlet... except for the Razor Crest, of course.

I'm hoping work on the Razor Crest doesn't start till the end of season 2. I still remember the simultaneous release of the ST ships that poorly reflected the actual ships.

I would substitute the Z-95 for Republic but otherwise this list would be great.
I also still want to see the Resistance B-Wing and Y-Wing.
You have great ideas, I could suggest :
- T-85 X-wing for resistance
- N1 Naboo, ARC-170 and V-wing starfighters as a Jinata Security pack for first order
- Kom'rk-class fighter
