Anything regarding your opponent's RFG pile is tough because of the mulligan rule, so I changed it to simple mill. Also, attacks don't make up a large portion of many decks, so the milling should come easily and often if the damage boost is ever going to reach a decent level. If you want a power comparison, look at Yi-Shan and know that he hasn't placed in any majors. (although I should have been running him at team nats) In any case this is a little weaker than he is, so it's not overpowered at all.
