Since I'm using the Operation Costs house rules, I want to clarify that there is a penalty for being over your life support limit, both in fuel consumption and added maintenance.

The turbolift is, indeed powered down. Average Computers check with 2 Setback to redirect power to it with the console (which is running on low power itself) or a Hard Mechanics check to do redirect power manually.
