But he can take initiative in negotiating that deal, and the speeder isn't leaving yet.

Because the check failed, he is not intimidated and can act normally.

Well they don't see it that way...

The way they see it, you made a deal with someone who is now deceased and bears no relation to them. So they have no cause to honor his arrangements (especially the personal ones that are technically illegal).
