Long time player of all the expansions and all the rules I like. (seriously Artifacts, no one likes you. go home you're drunk)

I am constantly amazed that every time we play I announce loudly at the beginning of the game "We are definitely playing with facilities and refineries" and out of all the games we have played, no one ever builds them. Is this a generic problem or just a problem with my play group?
