Ah well I hadn't heard that ruling myself and will be sure to let our group know as several play using only one copy of each card if they are running several ships that are all the same. Where is the rule written so I can reference it?

Page 2 of the Tournament Rules under squad building.

"Each player must submit his squad composition, including all associated Upgrade cards and total squad points, to the TO before the start of the tournament."

You have to have a copy for each ship on that list that has said upgrade for scoring purposes or if the card is a discardable card such as a missile or torpedo.
