I would guess Bariss Offee as an Inquisitor, not Asajj Ventress. I think Ventress may still have a grudge for the Empire after the way Darth Tyranus just dumped her.
Ventress serving as an inquisitor would be a big step backwards considering the general direction of her character arc. Her story was increasingly about finding he3r freedom and place in the galaxy at large.
Ventress died near the end of the Clone Wars in canon so it can't be her.
Also, spoilers may prevent that...
The new books are canon - familiarity with the events in the books may / will assist in speculation

She was imprisoned. Presumeabley, an ideal place for Palpatine to find recruits.

Ok so here is what we know:
She has green skin.
She does NOT have the diamond tattoos (means **** either way, they could be removed).
She has truly terrible taste in hats.
She does have great taste in suits though.
Banana and toffee is a great combination.
Conclusion: I believe Captain (Ken)Kirk would hit it.

Regarding the artwork; well, Dave Firloni has a history of teasing fans. Can imagine his team would tinker with her face and artwork to make it look like she's a different character. Doesn't cost much time and resources to do so...

To be clear, I am not against hats. I thought Minister Tuas hat was very dignified. Likewise Luminara Unduli's hat of choice made her look very space nun, in a cool way. Sate Pastege Also had the very best hat of the OT (helmets do not count).
I've seen worse hats. I mean, at least it doesn't have a belt buckle on it.
