When General Grievous issues an order to a unit, that unit gains 1 surge token for each defeated enemy unit.

Does the surge tokens that are handed out go to all units in a co-ordinate chain or just the initial 2 squads that where issued the order?

As the card states, only units issued an order by Grievous get the surge tokens.

Also take into account that the surge tokens are not only for the other 2 units but for Grievous too, as he is issuing an order to himself so it satisfies the condition of the card (General Grievous issuing an order to that unit).
