Can a unit attack another unit in melee over a barricade? I cannot see why not, although everything I'm finding talks about base contact.

For a unit to perform a melee attack, they must be in base contact with each other. If one unit is on one side of a barricade and the other unit is on the other side of that barricade, then they are not in base contact, thus no melee attack is possible
