If a snowtrooper moves twice, therefor attacking twice, or moves once and attacks once

Can they still attack again if palp uses pulling the strings?

First of all, they can't attack twice during their activation. Steady lets them make a free attack action after moving and every unit can make only one attack action during its activation.

They can make one attack during their activation and as Palpatine's pulling the strings happens outside of the snows activation, they can attack again.

But can the Pull the Strings activate the Steady keyword?

He makes them move, do they get their free attack?

Yes, Steady triggers after the unit performs a move action and Pulling the strings lets the unit make precisely a move action. So if you pull the strings of a Snowtrooper unit, they can move and then attack thanks to Steady.
