Okay, so free action cards, like Luke and Vaders Force reflexes, which give you a dodge token, Now, after i tap them, and after the end of the round... do they get refreshed or do i need to spend a recover action to turn them all back up.

The latter. Cards only untap with a recover action.

Vader has a specific rule to untap one a turn, so it goes without saying that the recover action is required otherwise.

And now one of Veers' command cards allows Veers and two other units to Recover when issued an order.
