But... the RRG specifies that debris causes stress and forces a roll for damage when overlapped while executing a maneuver or while moving while not executing a maneuver. It says nothing about just plain overlapping at all and so the argument is that "yes, they're overlapping but there is no effect from overlapping a debris while not moving".

You *can* replicate that with either Jendon or Barrage Rockets, respectively, but TIE Bombers fill that role already far more efficiently (for now).

As I said we had already other examples of random rulings at FFG events, that's why they aren't 'official'
