Not only can I imagine it, I'd be fairly shocked if they don't have a person who's specific job out is to coordinate with all of the various license holders on this sort of thing. Those embargoes can be very strict and breaking one at the wrong time can completely end a business relationship.

Absolutely.
GW has been working with FFG for years while completely removing many product lines from their miniatures games. While none of us are in a position to know why that relationship ended, it's entirely possible that FFG and GW had a big difference on where they saw the future of those IPs heading.
Some people were in said position, and offered their information the Runewars section of the Boards....
Others knew of such information, and didn't link to it in their comment...

Out of interest, how does XWing exclude the Raider and co from competative? Is there a list of non-complient cards and ships in the Tourny FAQ? Is there a keyword thats banned?

The Raider, Gonzanti, Corrvette and Transport are all Epic ships. There are specific rules for Epic play and standard X-Wing tournaments are non-epic, 3x3, 100pt dog fights. Epic is 300 points and played on a 3x6 play area. All upgrade cards in the epic boxes are playable if the ship has that slot. A couple of the most sought after and used cards came from Epic ships - C3P0 and Palpatine.
