I'll put this in the category of "doesn't make a lot of sense, but looks cool."
You could TRY to justify it. One interpretation is a Cloud Car has been melded to another craft, which is silly. Makes me think of that WEG Y-TIE-ugly which failed common sense (no engines) while looking cool.
What could make sense is we are seeing a tender/command vehicle for Cloud Cars. This vehicle includes a Pilot/Commander, Gunner, and an Engineer. The Pilot/Commander sits back and directs operation of multiple Cloud Cars. Perhaps this larger craft has longer ranged sensors then the smaller Cloud Cars do. Cloud Cars dock with this craft to refuel and recharge. The fat belly of the Cloud Commander contains stores of tibanna gas and fuel. The Engineer oversees transfer of supplies to a docked Cloud Car. See all of those brown panels on the nose? They open up and several repair arms pop out to go to work.

It says in the picture that it has a "Cloud Car Tug" which means the Cloud Can is only tethered to the craft. I'm not sure if it's implying that the Cloud Car is tugging the larger ship (because it's in front) or the larger ship is tugging the Cloud Car (because it's bigger). I wish the picture didn't include the Cloud Car because otherwise it's really cool-looking.
