It is a flat average difficulty, which is 2 difficulty dice. Dual wielding and other such actions may change the difficulty up, but most circumstances have it at average.

That said, you may want to make grappling or wrestling an opposed check versus a flat difficulty, to reflect the give and take of skilled, unarmed combat. It's fun.
