I am confused as to what the card means...

it means

1) You can not play Attack, Friend, or Magical Friend Cards

2] You may play Dark Cards as Friends.

3] Unquie Name Rules does not apply to Dark Friends.

4] The support value of your Dark Friend is their Power cut in half and rounded down

5] Cards that affect Dark Cards( ie Jack, Dumbo, Black Fungus) still affect them.

Dark Riku has the same affects, right?

Yes, except Dark Riku CAN use attack cards.
