Two Called Shots?

Let's say you have an elite/heavy weapon within a horde. A called shot is required to target and hit that special enemy. Now let's say one of your players is adamant about hitting it specifically in the head.

What would you do? On the spot, I just said, "OK... -40 penalty for two called shots."

What do you all think? The way I see it, the original called shot is simply to designate your fire to one specific enemy within a teaming mass of lessers. Wherever the hit roll lands on is where that one elite gets hit. Now, if you wanted to further specify a body part, that would take another called shot, no?

Why would shooting an individual be a called shot? Wouldn't that imply that he would be easier to hit if he was in a bigger crowd (size modifier of the horde)? Why not treat it as attack without horde rules, possibly the NPC getting cover by the horde to certain locations.

Isn't there a rule either in the CRB or perhaps RoB that explicitly talks about putting lieutenants/elites/special weapons teams within a horde and then requiring a called shot to target them specifically rather than the horde itself. In this way the horde acts as a sort of cover for the real threat hidden within?

The CRB alludes to this under the horde rules when it states that attacks vs. the horde do not count toward attacks vs. elites within it. (Paraphrasing, I forget the exact wording and I would throw some page numbers out there if I had my books in front of me, alas I am at work).

I could have done it as such - not using horde rules - but in this instance I was trying something new. In the end, it served its purpose. The cultist leader whom the others were "protecting" did get a bit more survivability, but he was hard-pressed to stop the charging Space Wolf.

... and then he was in two pieces on the ground, twitching and spraying his life fluid in such a manner that his remaining buddies fell prone as they attempted to flee.

Why not treat it as attack without horde rules, possibly the NPC getting cover by the horde to certain locations.

I feel like reducing the magnitude when the "cover" gets damaged would be a nice advance for this rule.
