In a 4 player game, players sitting across from each other can attack each others battle fields only but you can attack any zone of the other players. Is there a certain design reason behind this rule ?

On page 3 it says "there are no action windows during à framework event"

What does this mean?

By reading the rules one more time à got what à framework event is so no answer is needed
