Introducing the Conspiracy card into the core set

The rule book says, "After setting aside the story cards, each player must select a deck. This can be done quickly by mixing any two of the seven factions, and adding one of the two neutral card packets. Factions can be chosen at random, or each player can select based on personal preference. If both players desire the same faction, the players should flip a coin for that faction."

So, how do you decide which player gets the core set's single Conspiracy card, titled "The Bootleg Whiskey Cover-Up"? Do you flip a coin or arm wrestle?

Beware, if somebody answers this on a level my puny brain can comprehend, there will be even dumber questions to follow!
