Can a walker jump 9" vertically and then 6" or 12" horizontally?

That's how I read it.

It's all part of a single move.

With Jump you get to ignore 9" of Vertical terrain during a move action. This includes impassible terrain, as long as your move action will clear it.

I thought so.
