The Standard Regimental Guardsman Kit (p. 33) lists "One set of basic tools."

Has anyone created a list of what this might include in their game? Certainly an entrenching tool, right?

Unfortunately not entrenching tools those are a separate item, look to the Siege Infantry: Standard Kit. By my guesswork ‘Basic Tools’ are things like hammers , screwdrivers, nails, and other tools that would be useful for any sort of handiwork that may be required on the field.
