I'm just being flippant, but if someone absolutely, positively, has to wield more firepower than common sense, Dreads are the goto mechanic. Never mind a HB on each arm, 2 Autocannons on each arm should keep anyone happy. The fun part is the basic requirement; you must be oh so very dead first. That should likewise shut up any would be power gamer.

That's with power armour; with Terminator armour they can carry heavy weapons one handed like regular Terminator armour, using Wrist Mounts for ease of close combat. See the TT models for further clarification.

[Edit] Also, keep in mind that the GK heavy weapons are usually equipped with anti-grav suspensors as standard, so it's not quite as ludicrous as it sounds.

Eh, I really do not care at all if the wargame allows it, since the RPG rules for GKs do not. The wargame isn't precedent for RPG mechanics.
