I would say it is a Manticore.

May be an Amber Wizard who has cast the Transformation of Kadon spell?

A bright wizard inflamed with power? They are the classic battle wizard type to be pictured in such a scene, thoug I do noy know the spell involved (perhaps it was a miscast).

It's an Manticore. This artwork is from the GW-book "Storm of Magic" for the tabletopgame, a scenario where magic is more important and the armys can choose some monsters to fight on their side.

Yup - a Manticore. Pretty much a match (bar mouth tusks) for the Manticore art in the Creature Vault. Probably nice and warm next to that Marshmallow-toasting Bright Wizard.
