2-Player rules, Player and Oil Baron tie during Auction

Rules Question - In a two player game, what happens if the player's final bid for an auction equals the number of Licenses the Oil Baron has? Has the player lost the ability to sell at that Oil Company? Are the Oil Baron's Licenses discarded?

The Baron wins in a tie. You don't get to sell and the Baron's cards are discarded.

this is strange because in rolebook I can't found any rules saying that in case of a tie, the Oil Baron wins.

I think this can be arranged with the other player before the game started.

What happens to the Oil Baron's sales liscence cards if no one sells their oil at one of the oil companies…do they stay with the company for future auctions or do they get discarded?

True, but I think the answer from FFG indicates that the rulebook on page 15 was intended to say "If the Oil Baron's Licesnes equal or exceed the player's bid".
