Ammo dump cover versus ammo crate cover

So, I was wondering, I know you can buy through the dust site, ammo dumps, which basically look like several ammo crates stacked upon one another to form a larger piece of 3D terrain. One could also do this when playing your own scenario by simply creating your own ammo dump. But, shouldn't an ammo dump then be considered hard cover since it could easily be as big or bigger than a tank trap? Also, should there be a risk assessed to hiding behind an ammo dump (or crate)? Couldn't the whole thing explode? Thanks for your thoughts in advance!!!

The ammo dump is supposed to completely occupy a square, so it's really impassable terrain, just like a normal wall. The SeeLowe expansion comes with tiles representing an ammo dump and it is a square without a dot, so it's not the same as an ammo crate or a tank trap.

Of course, you can chose to use it in whatever way you like, treating it like a tank trap if you so chose. I am currently toying with the idea of allowing troops to climb on top of the dump, using the same rules as being on the roof of a one-storey building.
