Custom Career Hemomancer

One of my Players wants to be a Hemomancer which gather blood of foes, friends and themselves to release energy.

Offensive abilities: Controlling Enemies through their blood, Life Siphon

Hex Abilities: Taking Blood would lower Toughness of foes leaving them weakened ect (perhaps he places a certain condition on foes)

Its a forbidden art close to necromancy,

This particular player really wants to play one, I am usually the type to allow things players want as it is just a game, but I do want to make it balanced ect. So any thoughts or advise?

Sounds like something you and this player should work together on. Write up a few ideas for action/spell/hex cards and test them out in some demos. Off the top of my head, given it's gruesome nature, something like blood siphon might cause moderate to low damage or fatigue but cause fear to those who see it. I could see an "influence" type action card for controlling people whose blood you have. Another idea would be a "boil/freeze blood" spell perhaps as a reckless/conservative spell, one side causes damage the other paralyses or slows the target. Perhaps a "sapping life from another to heal self" spell, too. Would this be a type of vampire magic they they teach there minions? Khorne chaos magic, maybe? Good luck.

Ok so after some work I have made 6 Action cards that he can choose from, please note that it is the Apprentice Career Order of hemomancy which replaces Channel Power with one of the Hemomancy Channeling Powers.

There is

Hemoplague, which weakens Toughness and Willpower also can weaken the targets attacks possibly

Control, which allows you to take a Manouver and a Action using the Target

Life Siphon, Target gains sluggish condition and the spell does some damage on top of that you gain Mana, so it is one way to channel

Life Leech, Gains Power from target does wounds that ignore soak and Toughness, but you must be engaged with target

Blood Tap, Reaction if someone takes damage you can attempt to make that a Blood Source, so attempt to gain access to the blood

Bloody Release, Does Damage to target based on Blood Sources Wounds.

Basically you can create Blood Sources in which to choose from for any Spell that uses the word Blood Source. You do better when enemies have critical wounds and you do a lot of wound based stuff.
