When a psychic power is attempted and the Librarian makes a willpower test, there's three settings he can cast it at. Fettered, Unfettered, and I forget the 3rd, but its uber unleashed. Anyway, in the examples boxes it lists 2 difficulty modifiers (+10 and 0). Is there a fixed difficulty for using each level of psychic power?

The fixed difficulty to manifest a psychic power is the Librarian's Willpower score, modified by his effective Psy Rating. The effective PR when manifesting depends on what level (Unfettered, Fettered, or Push) you throw the power with.
