Hiyas!

My players have argued that certain Psy Powers (like Avenger) can be used w/the Overwatch Action. What do you think? Is this anywhere in the rules?

The answer is no. Overwatch lists Semi Auto Burst, Full Auto Burst or Supressing Fire as your options. All of these require ranged weapons. None of the psychic powers in Deathwatch even have the capability of multiple hits to simulate semi auto or full auto required for those actions. Even with Avenger's 'use it like a heavy flamer' doesn't help here as you can't do overwatch with a heavy flamer.

If you want to use a psychic power later in the turn use the Delay action. No pinning test, but you don't have to say what you are going to do or the trigger condition untill you want to act. As long as the power is a half action to activate, you can use it whenever you want this way.

Even if you use BC rules, which (very reasonably) expands your options for Overwatch/Suppressive Fire, I still wouldn't let psychic powers be used for those actions.

Because it doesn't fit the qualifications: Standard Attack or automatic fire. A Focus Power Test is not any sort of attack.
