Librarian Rite of Sanctioning

I'm getting ready to run the Extraction game for my family and my daughter bought Rite of Sanctioning for her Dark Angel Librarian and then rolled Unnatural Decay from the Psychic Phenomena table as her character's Sanctioning Mark. Does the Sanctioning Mark apply to the character at all times or only during psychic power usage?

Whenever a character would generate psychic phenomenon, for instance rolling doubles on an unfettered focus test or pushing a power, Instead of rolling on the psychic phenomenon table the Rite of Sanctioning phenomenon automatically occurs instead.

So your daughter's Librarian would cause unnatural decay every time she generates psychic phenomenon, instead of rolling as normal.

Well, you still need to roll to see if Perils of the Warp occur. And my understanding is that the Librarian rolls on the table, and then chooses between what they rolled and their Sanctioned Phenomenon, assuming no Perils. I don't have my book with me right now so I can't be sure, though.

The result is what they rolled or the Sanctioned one, according to player choice. Also the librarian player can choose whatever default phenomenon they want with Rites of Sanctioning as they buy the talent. As long as you don't roll Perils (75+), most phenomenons though not all are mostly 'for show' effects anyway.
