Fate Point rerolls clearly state that any failed tests can be rerolled, and since Psychic Phenomena is not a test, they can't be used for this purpose. But Veil of Time just talks about rerolls in general. Can you use the rerolls from the psychic power "Veil of Time" for rolls on the Psychic Phenomena table?

In answer to your question, the re-rolls provided by the Veil of Time Psychic Power can be used to re-roll any Tests and Damage Rolls.
