Percentile Dice Question

Hello, wonderful WH40K community!

I was hoping you could help me out with a rules question that has been plaguing my group.

In several areas of the Deathwatch Core Rulebook, there are rules that concern a percentage chance of something happening. A good example is the Blood Loss rule, which if applied to a character confers a 10% chance that the character will die.

My question is this:

Is this a roll made by the GM behind his screen? If so, what am I rolling against?

Will the event occur on a roll result of under the listed percentage or over it?

Using the Blood Loss rule as an example, would death occur on a roll of under 10 or over 10?

Or am I missing something entirely?

Your choice. I tend to let the players determine their fate.

You are rolling against the dice. Roll over a 10 and you are OK.

10% chance = a roll of 01-10. Anything over 10, an 11 or higher, and you are ok.
