How does this work with other signature wargear? Does it essentially take up your character's 'deed slot' with a cheaper sig wargear talent and ignores reknown cost with a seperate signature wargear? It seems to suggest that taking signature wargear again would change it, but that seems like a poor trade-off to pick up this deed only to sort of get a nice weapon slighty earlier than you normally would.

You can buy the sig wargear talent again, and yes: It effectively takes up your deed slot to provide the extra piece of wargear. I don't think buying sig wargear later on would have any effect on the item gained via this deed.
It's a great deed for either getting your tac marine a decent secondary weapon early on, or -more obviously perhaps- getting a powersword as a sidearm! Always having a powersword back-up as a tac marine is very good, as you can then parry those pesky power weapons without getting chopped up!
