Obviously the telepathy powers class as minding altering powers, but would war cry and word of the emperor count as the same? It seems like it could be argued either way.

They're not the same. War Cry prevents use of reactions. Word of the Emperor inflicts stun for one round and deals additional damage to targets with the Daemonic trait. Possessed targets would be allowed to make a test to break possession.

The part of War Cry that says it "stuns enemies and makes them cower from the librarian's might" is just a description of the power. Hope this helps.
