Say a blood angels librarian DW char uses the whole requisition thing to bring in a group of 5 blood angel assault marines at some point, and has no other allies around. Could he enter squad mode with them and use squad abilities, or no?
Can DW chars enter Squad Mode with non-DW NPC astartes?
I view squad mode as a space marine thing, sure. And they would all be eligible for the chapter pattern as well.

In addition to that, they are all BA right? So we are able to apply chapter tactics here. Since the Librarian seems to be the leader, the hole squad benefots from Oath related Tactics too. Seems like how I understand it. Unless its Space Marine Librarian and erm... 5 Imperial Gurdsmen then I think it doesn't apply.
I'd have no problems as a GM allowing a PC to enter into squad tactics with NPCs of the same chapter as they have similar training protocols being from the same chapter. If your Blood Angel PC was attempting to go into squad mode with some reinforcement Iron Hands instead, I'd require a fellowship check with some penalties to allow it.
