useless? im not seeing a point to them, FRA for +1 PR to a fettered test? i mean for an RP thing like sending a message out to another sector in a place where using unfettered tests is like +75% to the oh god bad things will happen table yeah ok sure but for anything else? what am i missing?

Mind reading powers? Psychometry? All the non-combat powers for which you don't want to risk a Perils? Another power, if you have the time for the ritual (as in an ambush?), is Avenger. Many times you don't need more than a Fettered use.

OOC stuff falls into an RP catergory, also last i checked fettered powers always avoided perils, so +1 for the weakest use of a power seems lack luster.
