so max bonus is 60%, ive played rifts before so i know that going higher offsets negitives but my question is, if the stat bonus cap is 60% then does that mean that your always going to need to roll under 60%? or does the system function like the palladium system where you roll under your score and you just cant have more than (98% in rifts) 60% added to the dice to make it success.

example if my devastator has a BS of 75 full auto adds +20 bringing him to 95% meaning even an 01 on the dice cannot give him all 10 hits with his heavy bolter, but wait bonuses cap at 60% so he has 35% useless from stats+ full auto? that doesnt seem right not only becuase it makes for wasted stat but it also means the heavy bolter will always have wasted ROF and i dont see them making starting gear that crappy.

No no, you're interpreting things a bit wrong. The +/- 60 cap is for bonuses/penalties added to or subtracted from your initial stat. In your example, your Devastator could add up to +60 in bonuses for a final score of 135.

For example, say you were shooting a Tyranid Warrior that was standing 50 meters away.

Ballistic Skill: 75

Full Auto: +20

Range: +10

Target's Size: +20

Final number: 125

You could do other things to add even more bonuses like Aiming or using a Signum, but you'll never be able to apply more than a +60 bonus (thus, your maximum score with a BS of 75 would be 135).

Also, there is an errata pdf that can be downloaded on FFG's support page for Deathwatch. It has some fixes and clarifications. It also has alternate weapon stats that you may want to check out. The Heavy Bolter there only fires a 6-round burst.
