IF I have the Deed: Right Time Right Place that give + 10 personal Pilot. Does that as having the skill personal pilot + 10 for free or is a +10 to personal pilot and i can still but personal pilot +10 for a total + 20 ?

The latter. Which means you better have the skill to begin with.
