When you "train/recuperate" in a town, and wish to learn a new skill, are you limited to just those skills listed on page 22 for those towns, or can you learn a random skill if you so chose?

The skills that can be learned at a given city’s Training Ground are listed in the “Skill Availability by Location” box.
