Question about voting

Sorry about my English, I'll do my best.

The question is simple: Does a player can vote after he has passed during a round of play?

Rulebook p.14

"After a player has passed, he is no longer allowed to
take any additional actions this round. When it normally
would have been his turn in the order of play,
simply skip him, and proceed to the next player.

Exception: A player who has passed, is allowed to
execute the Secondary Ability of Strategy Cards
that are resolved later during the phase."

I would say no but I'm not sure!

I'm playing with both expansions...

Yes, a player can vote and participate normally in all aspects of a political/assembly strategic action played by someone else even when they have passed on an earlier action during that round. They also have an opportunity to participate in a trade strategic action and use the secondary abilities on all strategy cards by paying appropriately as normal.
