Is it possible for an Apothecary (or anyone with medicae) to treat the effects of critical damage? I know they can heal critical damage levels, but the effects from criticals remain yes? For instance, can an apothecary heal a broken leg? Or do you have to effectivly be 1 legged for an entire game?

By the rules, the critical effects last until healed with long-term care.
BUT
Remember the PCs are in power armour. It's close fitting, so they don't rattle around in there, powered, with no movement except at the joints. It's also got built-in medical computers and stuff in order to keep the marine fighting. Basically: The power armour would act as a split in the event of simple breaks, and they certainly wouldn't stop the marine walking.
If the limb was a shredded mess and the armour damaged, it's more of an issue, but just a broken leg? Man up and walk it off, Brother!
There is also one question about "can you heal the critical damage or not", "are critical damage negative wounds", etc...

As for the effects, well, as Siranui said, a blown off leg sounds completely blown off...You'll need bionics to repair that, and your Apothecary definitely can't do that on the battlefield.
Our GM did rule that with an Apothecary and a tech marine we could jury rig a poor quality bionic leg for the duration of the mission... basically not much off a peg leg.
But yes, unless noted otherwise you cannot heal the effects of Critical Damage with a simple Medicae check (things you can mention it, like the Critical where you have broken ribs which take a Medicae check to set). Not that it matters that much, as most of the Critical effects that don't have permanent effects (missing limbs) don't last long (Stunning, Fatigue etc).
First Aid can still heal Critical Damage though, but at a reduced rate (yay for Autosanuine!).
Funny story from the game I run: Our apothecary made a temporary kneecap for the devastator out of repair cement. Told him to walk it of.
Hehe, I'd love to...I really would. But the crit table says to treat it as only having one leg. Not great for an Assault Marine!
Remember, Space Marines have unnatural toughness, they can take a toughness test to ignore loosing a limb or body part (even breaking bones).

Um, I don't think UT says anything about that. Though many of the crit results allow toughness tests to resist bad things.
Anyway, a successful first aid test removes 1 point of critical damage. How this is affected by Enhance Healing, and whether it removes fatigue from crit effects is unclear.
Well, can't remember where I saw that at the moment. You can't remove fatigue with normal or enhanced healing. Only rest removes fatigue.
