I was reading the rules for my librarian when I thought of something. If you use the Avenger psychic power, it counts as a shot from a Heavy Flamer. Does this mean that you still get the +30 penalty for firing wthout bracing?

No, the Avenger description tells you to treat the attack like a shot from a Heavy Flamer so you'll know how to use the rules for avoiding flame attacks and possibly catching targets on fire. The only difference is the Penetration of the attack.
You wouldn't need to brace because you aren't actually firing a heavy weapon. Also, all Space Marines have Bulging Biceps which means they can actually fire heavy weapons on Semi- and Full Auto modes without bracing and they never suffer the -30 penalty for failing to brace.
