Natural Armour

Hallo there,
I have a couple of quick questions about Natural Armour:

1) Does a creature's Natural Armour stack with Toughness Bonus as for determining damage reduction?

2) Has Natural Armour to be considered primitive as for determining the protection it provides?

I used to think the answer was "yes" to both questions but one of my players thinks differently and I can't find any explanation in the handbooks.

1. Yes, it does stack

2. Do not believe it's primitive armour. It would say so in either the stat block or the trait description.

1) - Yes and no. Yes because both stop damage. No because Natural Armour is armour, meaning it is reduced by penetration, while toughness bonus ignores penetration.

2) - Unless there is something saying that a specific armour is primitive, it isn't primitive.
