be changed to "The hero no longer benefits from other heroes with Command, but does receive a bonus from any of the Overlord's figures with command."?

Already included in the current document, and more comprehensive to cover other friendly/enemy effects as well.

Different document than the one under Descent support?

Yes indeed. I meant the FAQ proposal document, currently under preparation/finalization - if FFG only would give us some kind of direction of how to proceed and where to send it...
