What is the assumed starting year of WFRPG 3e?
Prior to Storm of Chaos that happened during 2522.
So it's 2520 (unlikely), 2521 possibly, early 2522 (most likely).
According to me.
In the main rulebook there is a reference to rumors that Wolfenburg was sacked by Surtha Lenk which would put the date at 2521, but as Doc Cthulhu said it really could be early 2522. Also, since this is yet another timeline with no official thumbs up or down on the sacking of Wolfenburg they could ret-con the whole thing out of existence ("thing" being the Storm of Chaos and all its precursor events).
see the Tome of Adventure, Eye for an Eye, page 71 for assumed start date of 2521 if you do the math of 2515+5 years spoken of +1 year later for time since disapperance = “now” for the start of a campaign.
Some other documents do reference 2522 but you can see that as "time moving on".

But can time move on without you following it... Perhaps the campaign starts in the past then?
