The rules indicate that the range is 20m. So, the psycher in the group uses the power and places the "flash bang" 16m away. Okay, so far, so good. Now we need to figure out who is affected. The description indicates that everyone "in range" must make a willpower check. Can anyone define "in range"? Is the range in the description the same as the Range of 20m?

It is my understanding that the range of the power is 20m centered on the invoker. That is to say from the psyker in question he emits a photonic like field around himself which also aggitates the surrounding atmosphere to create the bang sound. This would emit the light and sound range from the center of the caster in a personal area radii of 20 meters. Unlike many other powers this ability seems very much to center on the caster.
I would suggest that in some errata for the DH book that they alter some of the rules on psyker abilities to allocate the range versus the effect range.
This is how my play group has interrupted this power, I hope it helps.
