Being considered in cover during the move is the whole point of the ability if I read it correctly- the enemy must interrupt your movement action if they are going to hit you in the open.

Yes they should retain the cover bonus. They would trigger the Delay or Overwatch if that movement qualifies as the trigger.
Fighting smarter is good. That's what the Tactical Advance allows for.

Squad Advance Attack Pattern is even better. Maybe a bit too good if you ask me.

You can try to defend against those with Overwatch but not against Squad Advance.

I agree with the whole fighting smarter thing, but it seems that someone who delayed their action or went into Overwatch was also attempting to fight smarter, yet their efforts get negated by that action.
Now using a Squad mode or Solo mode that allows something similar I could see, that represents not only plenty of training but also powerful capabilities that ordniary troops don't get. So I have no real issue with those negating Overwatch or delayed actions.
Go on overwatch with a Flame weapon. Now cover doesn't matter.
If you run into that situation just allow cover for half of the rounds that hit. Round to characters favor.

Is that round to the favor of the attacker or the defender? They are both characters, and could even both be player characters.

True enough, but the way the system works where rounds are sequential that's the only time a shooter can interrupt someone else's action.
If it really makes it feel wrong for you, my suggestion would be to either rotate through turn segments (everyone moves, everyone does basic actions, everyone shoots, etc.) but that would proably slow things down. Alternately do away with tactical advance being a 'basic' ability that everyone gets, make it require the squad/solo mode abilities or make it purchasable as a talent.

Oh hell, that was my wing-it kinda answer.
I was assuming that the player character was either shooting or defending. Since the story is generally character driven, giving them a benny now and then is never a bad thing. Either that or 50-50 roll.
Im really just suggesting a quick fix to a problem to keep a game rolling without bogging down to many rules.
I'd hate to think two player characters were shooting each other though. Although, with the new Black Crusade book coming out in the near future who knows.
