in the deathwatch rules book on page 139 in the example it says the devastator buys a vox-operated upgrade for 15 points. Where is this in the rule book and what does it do?

Probibly something that was written before the book was fully completed and it's an item that didn't make the cut, or rather was cut from the book.

I believe it's in Dark Heresy or Rogue Trader's core rulebooks.

It's in Rogue Trader, and it's pretty much all fluff in allowing you to verbally call for the fire selector to switch ammo feeds. Since this doesn't appear to take any action without the vox-op, you can see why this was likely dropped.
