Typically you would attempt this when your enemy has less armour on the head, such as the typical Chaos Space Marine.
But in other RPG's you can add to these scams some extra factor, such as letting the opponent stun.
In some other RPGs, yes.
In DW there are no effects for striking a different location until the creature's Wounds have been diminished.
And remember: Anything that can be done to 'monsters' can be done to you. It's not fun for the GM to say 'I declare a head/stun hit at -30, I hit, and you loose your next action'.

Also the different critical location charts tend to have different effects. So there is a difference aside from armor.

Once again, this only (usually) applies to hits scored after depleting all of a target's Wounds. If the somewhat common houserule that RF doesn't inflict extra damage but instead inflicts a 1d5 Critical Hit is used, then it's somewhat more appealing.
